High-ranking City Power official exonerated of allegations

Accused of improper conduct and flouting procurement processes and recruitment practices.

City Power’s Sicelo Xulu has been reinstated as managing director of the entity after he was exonerated from allegations of impropriety.

According to spokesperson Hloni Motloung in a recent press statement, the board resolved and concluded that there is no substance to the allegations leveled against him.

“This was after considering all available information, as well as independent legal advice received,” Motloung said.

Last year the South African Municipal Workers Union (Samwu) demanded Xulu be suspended, pending the investigations of a litany of allegations, Motloung said. They threatened to go on strike. Allegations included improper conduct and flouting both procurement processes and recruitment practices.

“The board undertook its own internal investigation, considering the legitimacy of the allegations; Samwu was invited to contribute relevant information,” Motloung said.

ANC party veteran, Reverend Frank Chikane, was quoted warning the community against making unsubstantiated yet damning allegations against officials.

“They tarnish the reputation of those accused and cast aspersions on their credibility and integrity.

“Xulu is now free to focus his energies on delivering on his mandate, keeping the lights on for residents of Johannesburg.”
