New regulations for renewing licences

All required documentation must be in order.

The rules regarding registering vehicles, renewing licence discs and driver’s licences have changed.

As of 1 November 2015 Regulations 32A and 25(7) of the National Road Traffic Regulations have changed, meaning that anyone who wishes to transact with a licensing authority and the NaTIS System will be compelled to provide proof of their address details. Authorities have the right to refuse such transactions if the applicant does not comply.

The following information is required to register vehicles, renew licence discs and driver’s licences: full names, date of birth, identity number and business registration number (if applicable), along with any form of acceptable identification (driver’s licence or ID book/ card), as well as proof of postal and residential address. This is done by means of any utility bill, provided that if the person is not the one in whose name the utility bill is issued, the person in whose name the utility bill is issued must make an affidavit or affirmation declaring that the person lives at the address. Such affidavit or affirmation must be accompanied by the utility bill in that person’s name.

A person who lives in an informal settlement needs to provide a letter from the ward councillor with an official date stamp confirming the postal and residential address.

In addition, people complying with these requirements must complete an NCP (a notice of change of particulars/ address) form and furnish it along with the above. This form is available at all licensing authorities or online at www.enatis.com.
