COJ issues last call for public comment on the Nodal Review Policy

The City of Johannesburg (COJ) has issued a last call to residents to provide their comment on the new Nodal Review Policy before 30 April.

Aimed at pointing out areas with the greatest potential for high-density urban development in the city, the draft Nodal Review Policy will provide valuable information to the Spatial Development Framework (SDF) 2040 in the coming years.

The SDF 2040 has been engineered to resolve the issues with housing in Johannesburg, aiming to transform more areas into mixed-use areas rather than solely suburban areas.

In 2016, the SDF 2040 for Johannesburg was approved. That document, and the Council Minutes which adopted it, called for the new Nodal Review Policy to be drafted.

The nodes that are currently being used in the SDF 2040 are the same as those used in the 2010/ 11 SDF, various Regional Spatial Development Frameworks (RSDFs) from 2010/ 11, and subsequent Precinct Plans and Urban Development Frameworks.

The NRP, once approved by council, will form part of the SDF 2040 as an annexure.

All nodes defined in the SDF 2040 or any existing RSDF, Precinct Plan or Urban Development Framework approved before 2015, will be replaced by the nodes/ urban development zones defined in the new NRP.

The core focus of the Nodal Review process is on technical analysis and modelling, which is used to define the areas of greatest potential in the city for high-density urban development.

In addressing the limitations of the previous policy, a series of public participation engagement sessions attracted over 60 residents, business owners and other interested parties who provided input, comment and various suggestions for the NRP currently under review.

The sessions were held in the form of exhibitions where large maps were on display, showcasing the process of how the Nodal Review was developed, as well as maps showing the proposed development zones and residential densities across the city.

“The public participation process has been used to source ideas and proposals from residents and as a means to participate in the debates around the results and proposals,” said the Member of the Mayoral Committee for Development Planning, councillor Reuben Masango.

“The City Transformation Unit is currently compiling comments that will be carefully considered, following which the policy will be reviewed accordingly and presented to council for further consideration and approval.”
