Responsible citizen feeling frustrated

I am at my wits end. I have tried since last year to have my municipal account opened and to commence payment of rates and water.Electricity is prepaid. The property is now a year old and I have yet to see a first statement. What must I do to meet my obligations as a responsible citizen? I have been to the walk-in centre and logged many hours of telephonic waiting.

The common response when asked what I should do next to get this up and running is “There is nothing you can do, you have to wait.” One day (perhaps another year later) someone in the hallowed halls of the municipal dungeons will wake up and realise that they should slap me with a huge bill accompanied by a demand for immediate payment.

This responsible citizen is beyond frustrated.
