Licence discs: Onus is on motorists

Check your licence disc's expiry date yourself to avoid penalties, JPSA says.

An ‘I didn’t know’-attitude regarding license disc renewals will not fly with the authorities, Justice Project South Africa (JPSA) chairman Howard Dembovsky says.

Checking the validity of one’s licence disc actually makes out part of the prescribed K53 pre-trip inspection, whether you received a reminder from the licensing department or not, he said.

This comment was made in light of many vehicle owners recently complaining that the department have not been issuing reminders as per usual.

“The failure may be attributable to the inefficiencies of the South African Post Office, the Road Traffic Management Corporation (RTMC) or the eNaTIS system,” Dembovsky said.

Other municipalities blame it on national agencies failing to send reminders to vehicle owners.

While the RTMC Act does not place a duty on the entity to send out license disc renewal reminders, it has been doing so since its formation, and a R36 transaction fee on all eNaTIS transactions have been payable to the entity. Dembovsky says while the reasons for the failure is not clear, he strongly advises vehicle owners to check license discs regularly.

Commonly, should a licence disc be due for renewal but the owner did not receive a reminder, a form ALV (application for licensing of motor vehicle) will have to be completed prior to the transaction. This is in line with the National Road Traffic Act of 1996.

Residents are reminded that identification documents and proof of residence are to be provided if they want to; change their particulars or their address on the system, apply for a driver’s license or renewal of such license or learner’s license or renewal of vehicle licence disc or registering a vehicle.

Proof or residence can be provided in the form of a municipal utility bill, telephone bill or a retail store account which is not older than three months, the Record reported in November.
