New administrator in Standerton shares some information

Work is cut out for the new administrator at the Lekwa Municipality, Mr Johann Mettler.

His appointment has been promulgated in the Government Gazette of May 28 in which the Minister of Finance, Mr Tito Mboweni, outlines his functions.

The Standerton Advertiser had a meeting with Mr Mettler on June 15 and enquired early on the meeting, if a dent can be made in the astronomical Eskom-debt of more than R1-billion.

Mr Mettler replied that a repayment plan is in place and Lekwa endeavours to supplement it with R500 000 monthly.

“My understanding is that we have been largely successful,” he said.

He also said the above is dependent on Lekwa’s ability to collect revenue.

“If that does not happen, we won’t be able to make a dent in the arrears.”

According to him, the emphasis in the immediate future is to collect outstanding money due to Lekwa.

Mr Mettler made a reference to the top 20 debtors and said the municipality will ensure that invoices are credible, billing is accurate and reflective of consumption.

Meter tampering and circumvention of connections will be addressed.

As to the question whether any statistics are available on illegal connections, he said the source of information has to be above reproach.

“I have to make sure it is credible and accurate.”

As regards short-term plans, the zoning of properties will be checked.

“Houses functioning as businesses must be in accordance with zoning regulations.”

Mr Mettler indicated that Lekwa is severely understaffed.

“According to the organogram, only 600 posts of the 1 300 are filled.

“The monthly expenditure for salaries amounts to R19-million and Lekwa has budgeted for an increase of 3,9%.”

Mr Mettler mentioned that comments will be welcomed on the Integrated Development Plan (IDP) as detailed on Lekwa’s website.

The thorny issue on tariff increases was the next topic of conversation.

Eskom has determined a bulk increase of 15% in electricity, while Lekwa has proposed a 5,2% increase on average.

“A council meeting must be called within 14 days to elect a mayor,” Mr Mettler said.

He will submit monthly reports to the national government on a number of issues.

“A financial recovery plan will be developed, including a turn-around strategy for the municipality,” he concluded.
