DA evaluates Lekwa’s performance in first quarter

“The municipality claims to have achieved 49% in terms of its Key Performance Areas, yet when properly checked against the audit, it has actually achieved a measly overall 29%, which is unacceptable and needs urgent attention moving into the 2nd, 3rd and 4th quarter.”

The PR-councillor of the DA, Ms Sithi Silosini, strongly condemned the Lekwa Municipality’s performance since the return of the mayor and speaker. “It leaves much to be desired,” Ms Silosini said, referring to the first quarter of the 2020/2021 year.

According to Ms Silosini, the DA learnt that the key performance inputs of the Service Delivery and Budget Implementation Plan (SDBIP) was far below average during a virtual council meeting.

The mayor, Mr Linda Dhlamini, did not attend.

“At face value, it would simply indicate that no work was being done by the ANC administration,” she also said.

According to her, departments were required to make their 1st quarter submissions by 6 October this year, in line with the SDBIP.

Technical Services submitted a day late, Budget and Treasury submitted 10 days late, while Corporate Services did not make any submissions.

“The municipality claims to have achieved 49 per cent in terms of its key performance areas, yet when properly checked against the audit, it has actually achieved a measly overall 29 per cent, which is unacceptable and needs urgent attention moving into the 2nd, 3rd and 4th quarter.”

Ms Silosini added that the areas which require significant improvement are Service Delivery and Infrastructure Development (achieved 21 per cent), Financial Viability and Management (achieved 36 per cent) and Good Governance and Community Participation (achieved 19 per cent).

“These figures clearly show an unwillingness to perform at peak levels and or even to serve. The return of the mayor and speaker from a motion of no confidence has not yielded any better results, thus they should not have been re-elected.

“Another motion of no confidence would be ideal because at this point, the current administration has proven without a doubt that it is not prepared to carry out its constitutional mandate to the people.”
