Mr Thulani Maseko, DA Councillor, is concerned about the state of Bethal and eMzinoni.
He said that for at least three days weekly, there is no water or electricity in eMzinoni and there is no maintenance done on the roads, substations or the sewer plant.
According to him, council takes three months to fix overflowing sewage spills.
Another problem is when owners of RDP houses want to change ownership, it takes ages or nothing happens at all.
Apparently there is tar to fix roads, but the municipality uses gravel instead.
The Raymond Mavuso Hall in eMzinoni is also in a bad state with no fire extinguishers and no maintenance done.
The Bethal Dam hall is closed and has not been maintained for years.
Bethal Town Hall is in a bad state with broken chairs and stolen circuit breakers.
