The Democratic Alliance (DA) of Standerton, accompanied by residents of Standerton, marched to the municipal offices in town on 7 November to hand over a memorandum, but to no avail.
No one at the municipality came forward to accept it even though the DA made a formal application on 25 October.
According to Mr Johannes van der Wath, constituency chairman, Lekwa is the biggest contributor when it comes to polluting the Vaal River.
