Council says residents cause drain overflows

The Govan Mbeki Municipality has urged residents to stop throwing foreign material in the draining system.

eMBALENHLE – The Govan Mbeki Municipality said its investigation has showed that the horrible sewer blockages in Ward 20 recently was a result of a foetus blocking a drain in the area.

Mr Bheki Kubheka, head of communications, said sewer spillages do not cause itself and that this case was a typical example of what causes spillages and blockages.

He said the community is also partly to blame for throwing foreign material in the system.

“However, regular maintenance and attendance of reported cases are done by the municipality.”

This came after angry residents from Ward 20 dumped poop at the municipal offices.

Mr Sondag Mabena, Ward 20 councillor, blamed this on the Technical Service Department and said employees are lazy and provide poor service delivery and only target overtime.

In his response, Mr Kubheka said municipal employees are monitored and they must account to the management and their seniors who ensure that they perform their functions according to the municipal service standards within the normal working hours and beyond in emergency cases.

Mr Mabena further said targeting overtime resulted in the Technical Service Department exceeding its budget with R16 million.

Mr Kubheka, said: “We reserve our comment on the allegations made by the councillor on the basis that the ward councillor has never shared such information with the offices of the executive mayor, the Speaker, the municipal manager, the director technical or the regional manager.

“A new financial period began on 1 July of which the municipal approved budget is published on the website as directed by law.”

“Regardless, servicing and maintenance of drains and sewer pumps, sewer spillages remain a milestone in the area and the whole Govan Mbeki Municipality.”
