Council refuses to give answers

In the letter Mr Mahlangu was instructed to withdraw with immediate affect all public notices on display.

HIGHVELD – Govan Mbeki Municipality refused to comment about the leaked moratorium letter from Troika written to Mr Mmela Mahlangu, municipal manager.

The letter revealed that Troika resolved that a moratorium be placed on the following on 6 September: the alienation of land, advertisements, interviews, appointments and multi-year projects.

In the letter Mr Mahlangu was instructed to withdraw with immediate affect all public notices on display.

Troika has further resolved that the moratorium would not affect the ongoing process in the political office.

“This moratorium will be in force until after the strategic session.

“No deviations will be tolerated,” the letter stated.

The Ridge Times asked the municipality why the letter was written to the municipal manager and whether he had adhered to the demands.

The newspaper also wanted to know whether solutions were found.

Mr Bheki Kubheka, head of communication and marketing, responded with the following: “The municipality is in no position to discuss the alleged leaked moratorium letter as referred to in your enquiry.”

Sivukile Business Forum confronted Council regarding the letter in October and seek clarity and answers.

However, they were also not given any.

The organisation said the open door policy is nothing but a lip service to Council.
