DA wants GMM to stop outsourcing security service

The current contract of outsourcing security has lapsed, with the tender due to be advertised soon and the outsourcing of this service amount is likely to increase to R40m per annum.

The DA in Govan Mbeki Municipality is accusing the municipality of being reluctant to abolish its excessively outsourced security services, which they believe is costly.

According to Teboho Sekaledi, DA councillor, the party has taken the municipality to task for outsourcing security services during an ordinary council meeting held on March 29. Sekaledi said the outsourcing cost the municipality R36m per annum.

“Our municipality claims that they pay each security guard R18 917 per month while we found that these security guards earn only R5 000 and their salary goes just above R6 000 if they work overtime.

“This means the remaining amount is profit for the security company awarded the tender while our municipality is amongst the country’s top five municipalities with the largest Eskom debt.

“One would expect them to start being economical and start to solidify their revenue collection system.”

Sekaledi said channelling millions to companies owned by cadres has contributed to the municipality’s appalling financial state.

“It is high time that the municipality shifts towards insourcing labour to reduce costs associated with outsourcing,” said Sekaledi.

Sekaledi said that would enable the municipality to conduct its own affairs efficiently and security guards will also take accountability and do their work with pride. He claims the Community Service department in charge of this service is headed up by an EFF MMC, Mavis Nsibande. Yet EFF councillors were divided on this item.

“Nsibande in the community service department needs to be reminded that one of her primary responsibilities is to ensure that the municipality’s infrastructure is well maintained and looked after.

“The outsourcing of this service amount is likely to increase to R40m per annum, while the fact is that the municipality is already sitting with a qualified report from the Auditor General and funds continue to be mismanaged.

“We have also asked our COGTA spokesperson, Trudie Grove-Morgan to urgently write to MEC Mandla Msibi and urge him to consider implementing Section 106 of the Municipal System Act in our municipality,” said Sekaledi.

The EFF Mpumalanga provincial chairperson, Collen Sedibe refuted the DA allegations of the EFF councillors being divided in the insourcing of security service issue.

Sedibe said as the EFF, they are the ones that tabled a motion of insourcing the security service in the municipality and both the EFF and the DA were outvoted by the ANC councillors, who were a majority.

Regarding Nsibande’s allegations, Sedibe said Nsibande is performing very well in her portfolio of responsibility.

“Nsibande showed me what she has done and what she was planning to do to bring service delivery to the community.

“The DA should not mix issues because we are currently fighting that the ANC should not get a majority as they use it to escape accountability,” said Sedibe.
