CDM mayor appeals sentence and sanction given by ANC PEC

The Capricorn mayor, Gilbert Kganyago, has appealed his three-year suspension which was imposed by a disciplinary committee of the ANC in the Peter Mokaba region

POLOKWANE –  Kganyago was sworn in as Capricorn mayor halfway through 2014 and is the provincial secretary of the SACP.

He appealed the decision after he allegedly refused to appear before the disciplinary hearing. He could be suspended as mayor for three years.

According to a statement issued in December by the spokesperson of the regional disciplinary committee (RDC), Stan Maila, Kganyago was found guilty of contravening Section 25.17.11 of the ANC Constitution by not attending a properly-convened meeting of the political management team.

He allegedly failed to attend the disciplinary proceedings and did not forward reasons for his absence.

“The implication here is that there was no evidence in mitigation of sentence,” Maila said.

The RDC recommended that Kganyago’s ANC membership be suspended for a period of three years. They also recommended that Kganyago be removed as a councillor of the ANC and consequently as the Capricorn mayor.

However, the ANC did not clarify exactly what offences he committed and Kganyago is still in office as mayor.

Addressing the media at the ANC Limpopo headquarters, Frans Mohlala House earlier this week, the provincial secretary of the ANC, Nocks Seabi, said Kganyago has since appealed both the sentence and sanction.

He said the Provincial Executive Committee (PEC) resolved therefore to allow his appeal to get the attention of the RDC, in line with the ANC Constitution. “The PEC will await the report of the disciplinary committee,” he added.

Asked if the ANC and the SACP still had a strong relationship, Seabi said their relationship with alliance partners remains solid, robust and complimentary.

“Note that as alliance partners we need to continuously develop programmes together and reflect on how best to lead and develop society. The PEC resolved to host an alliance summit scheduled for 7 to 8 March,” Seabi said.

All possible efforts were made to gain comment from Kganyago, however, by the time of going to print no comment had been received.
