CDM tables draft IDP/Budget at Representative Forum

Capricorn District Municipality (CDM) tabled its draft Integrated Development Plan (IDP)/Budget for the 2019/20 financial year, providing for an income and expenditure of more than R1 billion at an IDP Representative Forum at Bolivia Estate on Monday.
CDM acting Executive Mayor Sammy Selamolela took the stage and highlighted that the municipality’s draft 2019/20 budget makes provision for operational expenses (Opex) of R786 032 000 and capital projects expenses (Capex) amounting to R309 134 000, compared to R723 316 000 and R367 039 000 respectively for the current financial year. During the current financial year the Opex/Capex ratio was 66% and 34% as opposed to 72% and 28% for the next financial year.

Selamolela said that the 2019/20 budget focused on cost containment measures dictated by National Treasury which included curbing expenses on consultants, travel and subsistence, catering, events, advertising, sponsorships, conferences and office furniture.The expenditure allocations for Infrastructure (R550 507 000), Corporate Services (R130 397 000), Finance (R128 122 000), Strategic Executive Management Services (R92 521 000), Community Services (R91 024 000) and Development Planning and Environmental Services (R37 979 000) will allow the municipality to meet the objectives of the IDP.
The operational budget will be funded from equitable shares and grants from government, interest on investments and other income such as sale of tender documents, donations and health services as well as water sales to the amount of R720 406 000. The capital budget will be funded from equitable shares from the water services infrastructure (WSIG) and municipal infrastructure (MIG) grants to an amount of R309 134 000.
The draft budget will be tabled for adoption by council during a meeting scheduled for 23 May.
