Property valuation objections are finalised

POLOKWANE – All objections relating to the municipal property valuation roll have been addressed in time, according to the Polokwane Municipality.

This was confirmed by the municipal spokesperson, Matshidiso Mothapo who said objection outcomes are being corrected with the second supplementary valuation roll.

“Accounts are currently being corrected as from July 1 2014. Corrections will be reflected on the February 2015 statements. We are well on schedule.”

He said the objections had been received by the municipality during December 2014, and they were currently correcting all accounts affected.

“We are in line with the Municipal Property Rates Act 6 of 2004,” he said.

According to the Municipal Property Rates Act the objections should be handled “within a reasonable period”.

The valuations process and rates policy process encountered many hiccups and objections during last year. More than a quarter of the city’s properties originally listed on the property valuation roll were listed on the first new supplementary valuation roll.

This was an “unheard of” occurrence, according to what seasoned valuer, Francois Goosen from Theo Goosen Estate Agents, Auctioneers, Professional Valuers and Property Administrators/Managers told Review at the time.

The first new property roll was compiled with thousands of properties valued too low and many other properties being omitted from the roll.

According to Tidimalo Chuene, municipal spokesperson, some 16 264 properties valued at over R14 billion and 114 sectional titles valued at just over R80 million were listed on the supplementary roll.

The original valuation roll listed around 60 000 properties.

This situation led to the objection period being extended to August 2014.

The initial date to submit objections for the “first” new evaluation roll was May 30 last year.

This date was then extended following the botched valuations and the extremely big quantity of objections. Many property owners had not heard from the valuer or the municipality what had happened to their objections.
