Conditions for lifting the moratorium on township establishment approvals specify services agreements will not be signed until the bulk infrastructure in relation to water and sanitation is addressed and certificates will only be issued once the bulk infrastructure is addressed.
With reference to rezoning and clauses applications to increase density, it was proposed that the site development and building plans be accepted once the bulk infrastructure in relation to water and sanitation issues has been addressed fully.
Incidental matters will be dealt with by the Services Appeals Committee in line with the regulations in the Spatial Planning and Land Use Management Act no 16 of 2013 (Spluma) regulations and preference will be given to social benefits and government departments.
One of the biggest developers in the city who wishes to remain anonymous, told Review the setting aside of the moratorium does not mean anything really, as any development is reliant on the availability of water and sanitation.

“Sites already rezoned’s bulk contributions have effectively been paid already.
“Services have been awarded, but any new zoning will encounter problems, because if there is no water, there is no water and I think water is currently the biggest stumbling block in terms of any further development.”
He said the municipality can push up bulk contributions a lot, but it still will not assist in getting water to the city any sooner than planned.
