Tshwane council approves new outdoor advertising by-law

The by-law will ensure that signs are environmentally friendly and socially responsible and are displayed on structures that are aesthetically pleasing and suited to the area in which they are put up.

The Tshwane Council has approved the promulgation of the new Outdoor Advertising By-law, after it was subjected to a public participation process.

The by-law was promulgated on June 26.

According to Hannes Coetzee, MMC for Economic Development and Spatial Planning, this by-law replaces the previous 2006 by-law with immediate effect.

This by-law controls the placement of outdoor advertising signs.

It lays out the legal requirements for things like application processes, safety, amenity and decency, sign construction and design, offences and penalties, and the kind of signs that can be displayed on private property and in public areas, as well as on national and provincial highways.

Coetzee said the by-law will ensure that signs are environmentally friendly and socially responsible and are displayed on structures that are aesthetically pleasing and suited to the area in which they are put up.

“Not only will it unlock monetary benefits to local coffers, but it will allow advertisers to choose from a bevy of different outdoor media solutions to cater to their marketing needs.”

He said the revised by-law intends to improve the city’s ability to generate income through rentals and applications for outdoor advertising management.

Furthermore, it will strengthen the metro’s ability to conduct responsible law enforcement.

He said anyone found guilty of contravening this legislation will face imprisonment or a hefty fine.

“With the recent proliferation of signs throughout the municipal area in mostly residential areas, this document will address the placement of such signs.”

Property owners are therefore warned that where they have erected or allowed someone to erect signs without the express written permission of the city, such signs will either be removed by the city or they will be served with a contravention notice to remedy the situation.

The Outdoor Advertising By-law may be accessed on the City of Tshwane website by clicking on the municipal services dropdown list and then on the link to outdoor advertising.
