Tshwane mayor Solly Msimanga said today he wanted the city council to suspend embattled city manager Moeketsi Mosola.

The two have been at loggerheads over the past few months over an allegedly fraudulent multibillion-rand tender awarded to a consulting firm named GladAfrica.

The firm has thus far already been paid about R455 million.

Speaking at Tshwane house, Msimanga said allegations of wrongdoing with regards to the appointment of Glad Africa had been doing the rounds since September.

He therefor recommended the council authorise an independent investigation and suspend Mosola.

“Mosola has committed acts I believe rise to the level of misconduct,” said Msimanga.

“This has had a negative impact on service delivery, which ought to be our primary focus”.

“Tomorrow I will take a report to council, asking it to issue a notice of intention to suspend the city manager on multiple counts of misconduct.”

Msimanga said he had cause to believe the city manager contravened the code of conduct for municipal staff.

“This must be brought to council’s attention, who is responsible for his appointment.”

He said Mosola failed to act impartially and in the best interests of the municipality.

“The city manager has also not treated all people, including staff members, equally without favour or prejudice.

“Instead, he has used his position and privileges for personal gain.”

Msimanga said Mosola had prejudiced his office, the administration and its efficiency.

He added that Mosola had made a number of attacks on him and people within the mayoral committee.

“This, we believe, is a concerted effort to bring the city into disrepute. Of equal concern, the city manager has agitated to have a number of senior managers in the city suspended.”

“He has also used city resources improperly more than once to hold press conferences to defame the council and myself.”

“These are but a few examples of the infractions made by Mosola in recent months to distract from the serious allegations against him.”
