City manager in hot water over multi-billion tender

ANC has called for immediate suspension of city manager following allegations of 'unlawful' tender process.

Questions have arisen over the city manager allegedly “unlawfully” awarding a R12-billion infrastructure contract to an engineering consultancy firm.

Tshwane Mayor Solly Msimanaga has submitted written questions to city manager Moeketsi Mosola about the multibillion-rand tender, which he has been accused of awarding illegally.

The questions posed to Mosola include how the contract was procured, the tender specifications and the management of financial and operational risks to the city.

“Local councillors are barred by law from participating in tender decisions,” said mayoral spokesperson Samkelo Mgobozi.

“They can only exercise oversight after tenders have already been awarded.”

Gauteng ANC spokesperson Tasneem Motara said it was calling for Mosola’s immediate suspension and a forensic investigation into the awarding of the tender.

The billion-rand project management contract is said to have been awarded to GladAfrica to manage the city’s capital expenditure projects.

The ANC claimed multiple heads of departments who “refused to be party to this corruption” and declined to authorise their departments to work with GladAfrica were stripped of their authority.

“Unsurprisingly, they had their delegated authority unreasonably withdrawn,” the ANC said in its statement.

The metro said it would only be able to determine whether further action was necessary after the mayor had received Mosola’s response.
