Half-built Randgate Clinic saga continues

Millions given to construction company that has not been up to standard.

The DA has once again spoken out about the unfinished Randgate Clinic and how they have not been blacklisted.

Jack Bloom, DA Gauteng Shadow MEC for Health has said one of the companies employed to build the Randgate Clinic has not been blacklisted for further work for the Gauteng Provincial Government.

Sina Erasmus, Randfontein DA Councillor for ward 4 confirmed the company has since been replaced by another who has started work at the clinic.

“This is revealed in a written reply by Jacob Mamabolo, the Gauteng Department of Infrastructure Development MEC, to my questions in the Gauteng Legislature,” Bloom said.

Bloom explained further that Mamabolo said the company was awarded a R36,8 million tender in September 2014 to build the clinic which they failed to complete and were also asked to do emergency repairs at Fred Clark Primary School and Sizwile School for the Deaf in the same year. The repairs for both schools totaled R27,7 million.

Bloom said the repairs were done to satisfaction but were charged for not finishing on time.

I am puzzled why the company has not been blacklisted from further contracts as it was late for two projects and failed in a third project that has resulted in extra expense and delays.

“The provincial government has a poor record in choosing contractors who often fail to do the job or under-perform in other ways. Failed contractors are sometimes given new contracts as well,” Bloom said.

He feels it would be a good policy for companies to be barred from all further provincial work should they not perform as they should.
