Debt Write Off and Incentive Scheme: Who will benefit …

Rand West City Local Municipality's new Debt Write Off and Incentive Scheme is in effect until September 30, 2025.

Rand West City Local Municipality (RWCLM) has introduced a Debt Write Off and Incentive Scheme.

According to municipal spokesperson Phillip Montshiwa, the municipality has resolved a Debt Waiver Scheme for specific arrear balances.

He stated both non-indigent and indigent customers will benefit from the scheme.

Non-indigent customers with arrears over three years and inactive accounts terminated over 12 months from the date of resolution will benefit. All approved indigent accounts will have their full balance written off.

He added even if customers decide to pay off their accounts, they will still benefit. The amount can be paid over 12 months. However, if a customer fails to pay over 12 months, they will forfeit the write-off benefit.

Montshiwa mentioned accounts in dispute valuations and with credit balances are excluded from the Waiver Scheme as well as active accounts with no balance owned for more than three years. Also, accounts with a balance owing on deposit, government accounts and illegal connection clients are excluded. Finally, property rate billings that are not older than 30 years will not be able to form part of the scheme.

Furthermore, the waiver can be terminated when the customer sells their property or it has been found that the customer has tampered with their water or electricity.

Services offered in the scheme include account enquiries, meter readings, repayment arrangements, indigent applications, onsite card payments and Incentive Scheme arrangements and payments.

The scheme will conclude on September 30, 2025.
