Thabiso Hlongwane, the spokesperson for the Gauteng MEC for Social Development, also confirmed that the day care was not registered under their department and failed to meet the department’s standards.

The closure comes following allegations that children were being abused at the centre.

“The centre is not registered and does not meet the standards for an Early Childhood Development (ECD) centre. The owner is also claiming that she was not aware of what was happening at the centre.

“An ECD [centre] must have a health certificate, consent of use approval, safety and fire certification, and there must also be a layout plan of the premises, but when we did our assessment, we discovered that the crèche did not meet any of these requirements,” Hlongwane said.

He added that the centre was also in violation of municipal by-laws. “The staff of the crèche must also be assessed, but this was also not done. Therefore the crèche is in violation of the Children’s Act [38 of 2005].”
