#MunicipalMonday: Funds for sports complex but not infrastructure

Councillor claims the municipality is wasting money on a sports complex rather than spending it on more important issues such as road maintenance and sewage woes.

A PR councillor in charge of Toekomsrus is claiming the Rand West City Local Municipality (RWCLM) is taking funds away from important issues and pumping them into less urgent matters.

DA PR Councillor for Toekomsrus, Paul Francis said he is baffled at how a sports complex can be deemed more important than infrastructure.

Paul Francis, DA PR Councillor for Toekomsrus said the municipality has taken funds away from projects in Toekomsrus and Mohlakeng to complete the Baridile Sports Complex.

Francis said neglected projects specifically in Toekomsrus are road maintenance as well as sewage initiatives. He said the initiatives were awarded Municipal Infrastructure Grants (MIG).

“What’s more important? Infrastructure or a sports complex? On a weekly basis, the municipality needs to be called out to Toekomsrus to unblock drains, and don’t even get me started on the potholes in the area,” Francis said.

He explained that the municipality can use a MIG grant allocated to a specific project for another as long as the municipality has obtained permission to do so in writing.

According to Francis, the documentation the municipality supplied the council with does not show any written permission from the minister’s office.

He said when it came time to vote in council on whether the funds should be used as such, the opposition was out-voted by the majority — the African National Congress (ANC).

Francis said he finds it unacceptable that funds are being used for a sports complex which seems never to reach completion while residents of Toekomsrus have infrastructure problems.
