Companies and individuals have been taking advantage of an abandoned property in North Riding to illegally dump rubbish there.
The owner of the property on Blandford Road has been served notice, and has cleaned up some rubble though there are still mounds of it left, Ward 101 councillor Ralf Bittkau explained.
“I have escalated the issue and there has been progress,” he told Randburg Sun as he walked among piles of soil, bricks, office equipment, loose branches and other debris on the plot right next to a spruit.
There is even a dilapidated structure with broken walls and roofs. Inside this, in one dark room not yet open to the sky, Bittkau finds a man sleeping on a mattress who is slow to rouse.
After asking him to leave, Bittkau said some homeless people and drug users have been frequenting the plot.
This explained the abundant crude graffiti on the walls.
Questions were sent to spokespeople at the City of Joburg and Joburg Property Company regarding the City’s policy on abandoned properties that pose a risk to public health.
