Procurement of Covid-19 goods and services centralised by Gauteng Provincial Treasury

A number of measures have been implemented ever since the national lockdown, declared by President Cyril Ramaphosa, started on 27 March.

Gauteng Provincial Treasury’s head of communication John Sukazi said that since then, the Gauteng Provincial Treasury has centralised procurement of goods and services related to Covid-19 to ensure compliance with supply chain management rules and regulations, and the guidelines issued by National Treasury.

Sukazi stated that the following measures have been introduced to ensure full compliance:

1. Public adjudications

Adjudications of tenders in public will be suspended until the lockdown period ceases. In urgent cases, which cannot be postponed, the Bid Adjudication Committee meetings may be conducted internally, without public observation subject to accounting officer or accounting authority approval.

2. Extension of the bid validity period

Where tenders are in the process of being evaluated and the validity period is going to expire soon, accounting officers and accounting authorities are required to extend the validity periods to provide the organ of state with sufficient time to finalise the evaluation and award of those tenders.

3. Publication of tenders

• Gauteng Provincial Treasury tender administration services will not be available during the lockdown period
• Compulsory briefing sessions scheduled during the lockdown period are cancelled.
• Rescheduling of briefing sessions post the lockdown period must be aligned to social distancing guidelines as determined by the World Health Organisation (WHO).
• Furthermore, accounting officers and accounting authorities are required to extend the closing dates of the tenders that are scheduled to close during the lockdown period, until a further period, as may be necessary
