Ward councillors Martin Williams, David Potter and Mike Wood teamed up with representatives of the Johannesburg Roads Agency on a tour to assess the concerns related to the road markings on Jan Smuts Avenue, Bram Fischer Drive and Republic Road on 9 October.
“Overall the quality of the road resurfacing is impressive, with concerns regarding the road marking being raised by the councillors.
We look forward to road resurfacing continuing in our wards, Region B and the City as a whole,” said Ward 102 councillor David Potter.
Potter gave the following breakdown of the status of road markings along the various roads:
Jan Smuts Avenue:
The paint was used as per JRA specifications and applied to the road surface around six weeks after the road was resurfaced.
Potter said that the road markings are there and are largely visible but look dirty due to the thermal/plastic paint used, a paint that requires less frequent remarking over the long term.
He said, “It would seem that the road had not fully ‘cured’, largely due to the winter cold and other technical aspects. The JRA has agreed to look further into this matter and confirm a way forward in due course.”
Further to the road surface concerns, Potter said that the JRA was asked to check the traffic signal detection loops of the side roads along Jan Smuts Avenue to ensure that the detection is calling green on the side roads.
The JRA was also asked to paint out the incorrectly painted painting guide markings and arrow stencil markings that were painted prior to the request for the consideration of the parking bays along Jan Smuts Avenue, etc.
Jan Smuts Avenue corner Buckingham Avenue:
Potter said, “The JRA acknowledges the lack of visibility of road markings and will look into the issue and a way forward. The JRA was also asked to remove some tar spoil left on the pavement and road gutter.”
Jan Smuts Avenue corner Conrad Drive:
Potter said, “We had a lengthy discussion about how many turning lanes should exist out of Conrad Drive into Jan Smuts Avenue, which lane should include a straight into Athole Avenue, left turn into Jan Smuts Avenue, and so on.
The JRA engineers were requested to look further into this intersection before the road markings are made permanent. Guide dots across Jan Smuts Avenue were also requested to be implemented.”
Jan Smuts Avenue Service Road:
“Resurfacing took place on the Jan Smuts Service Road between Bordeaux and Craighall Park, but the traffic calming marking was not done. The JRA has been requested to attend to this,” Potter said.
Jan Smuts Avenue between Republic Road and Selkirk Avenue, and Bram Fischer Drive between Dover Road and Burke Street:
“Road marking is outstanding. JRA has been requested to complete this,” Potter said.
Republic Road corner Oak Avenue:
Potter said, “Road marking is not fully visible. The JRA has been requested to attend to this as well as confirm that all road markings approaching the intersection as well as at the intersection are consistent and correct.”
Republic Road towards Malibongwe Drive:
“Sections of Republic Road resurfacing remain incomplete due to work stoppages by ‘business forums’ threatening the project.
The JRA is aware of this and islooking at ways to complete the necessary resurfacing work.
Road markings are outstanding and JRA has been requested to complete them,” Potter said.
