Councillor’s Corner: Outdoor ad woes

JOBURG – Read this week's question in Councillor's Corner.

This week, Siso Naile from Randburg asked:

Why has council allowed so many advertising trailers on the roads which block the views of motorists? Driving on Main Road, motorists are sometimes unable to see oncoming traffic from the opposite direction because of these trailers. Are they not safety hazards? What are the regulations regarding advertising trailers on the side of the road? Are these being enforced?

Wendy Alexander, Ward 134 councillor, answered:

In many cases, these advertising trailers are not legal. Let’s have a look at what the City of Johannesburg outdoor advertising bylaws has to say.

The owner of the advertising trailers must obtain approval from the council to display advertising material. Once the application has been granted, the council will issue the owner with a disc which needs to be displayed on the advertising trailer at all times.

The advertising trailer can legally stop at a specific location approved by council.

These locations cannot be constituted as dangerous to any person or property or to motorists, or obstruct vehicular or pedestrian traffic. If advertising trailers are in breach of the bylaws an authorised official may, without prior notice, remove and impound such signs.

These infringements can be reported to Metro police on 011 375 5918/5911.

Often the owners of the advertising trailers remove the wheels and/or tow bars from the trailer, making it difficult for Metro police to impound the trailers.
