Discarded refuse is a common practice

I refer to the article in last week’s paper entitled ‘Refuse truck’s filthy leftovers‘. This practice has become a common one and not just limited to one area.

Each week we are left to pick up litter strewn everywhere by the municipal workers and often we have to go and pick up the litter ourselves.
I once asked a municipal worker why did they not gather up the rubbish left on the pavement and he said that if the refuse bag was broken and the dirt got out, it was not his responsibility to gather it up and clean it up.

It then became the responsibility of the homeowner if roaming dogs trashed the refuse bag or if it ripped while being lifted into the truck. How do we find a middle ground where this does not happen?
