uThukela welcomes new administrator

uThukela District Municipality Mayor Inkosi Ntandoyenkosi Shabalala has welcomed the appointment of Dr Mthembu

uThukela District Municipality has a new administrator.

This comes after the Department of Co-operative Governance & Traditional Affairs (CoGTA), led by MEC Rev Thulasizwe Buthelezi, announced Dr VJ Mthembu as the one who will take over the position, following the recent removal of Mr JN Madondo. The announcement was made by Deputy Director-General M Khathide at a special council meeting yesterday (July 24).

Mthembu is a former municipal manager of the Big 5 Hlabisa Local Municipality, a seasoned professional and an administrator whose experience in local government, both at a district municipality and local municipality, spans over 24 years.

According to uThukela, this is in line with the Provincial Executive Council’s decision in terms of Section 139(1)(b) of the Constitution of the Republic of South Africa, 1996.

This decision comes after MEC Buthelezi was not satisfied with the progress made by the previous administrator in turning around the situation in the district, especially the serious financial challenges facing uThukela, thus contributing to poor service delivery.

Mr Khathide raised concerns that since the municipality was placed under the previous administrator in 2018, there has been no improvement, saying that for the past eight years under the administrator, only two issues that led the municipality to be placed under administration were found to be resolved.
