Endumeni’s Mayor Ndlovu facing yet another motion of no confidence

The latest motion is to be tabled at next Thursday's Council meeting by Councillor Saleem Abdool and seconded by Councillor Naresh Gopie.

Mayor Siyabonga Ndlovu will face another motion of no confidence this week. In April he narrowly survived a similar motion proposed by the single ABC Councillor and the ANC.
He survived 7/6 thanks to the two DA Councillors who backed the IFP.

The motion accuses Mayor Ndlovu of a myriad of misdemeanours including ‘incompetence in carrying out his duties, interference in the administration of the municipality and abuse of power and municipal funds’.

The motion goes on to say Mayor Ndlovu interfered with staff disciplinary steps by attempting to obstruct the suspension of a clerk in the supply chain management office.

It is also alleged that he overrode the municipal manager in re-assigning staff to his office. He is also accused of misusing hired vehicles to the tune of more than R440 000 by using these for private transport and racking up monthly fuel bills of R30 000 for the mayoral vehicle.
“This unnecessary and wasteful expenditure puts a strain on our finances and underminds public trust. The deliberate misuse of municipal assets (means that) the mayor has failed to provide responsible guidance.”

According to the motion, the Mayor, as chairperson of the executive committee, has not performed his duties as the exco fails to convene.
He is even accused of a lack of professionalism by being frequently late for formal meetings and even taking naps at meetings and/or leaving proceedings for long durations.’

It was also said that he fails to table reports and does not attend to oversight matters on service delivery.
The motion concludes by fingering him in financial impropriety regarding his personal accommodation and for not declaring financial interests.

It remains to be seen if the motion will be successful. In April, when the ABC tabled a motion of no confidence, supported by the ANC, the DA contingent was criticised for siding with the ANC with then Cllr Mdluli saying the “DA will regret the decision’.
The motion will be debated on September 19.
