In accordance with the Explosives Act of the Municipal Fire Safety By-laws, only a person who is possession of a valid licence may sell fireworks. This licence is issued by the Chief Inspector and the licence must be prominently placed inside the premises. “To ensure that the public is purchasing from reputable dealers, they may request to view a copy of a valid licence to trade in fireworks,” commented Ms Njoko.

Should non-compliance be found, fireworks shall be confiscated.Although this does not happen, the discharge of fireworks in residential areas or streets is not allowed. The designated areas are Lambert Park sports field, behind the Colita Hall, Forderville sports field and the Wembezi Community Hall yard.Specific days that fireworks may be discharged are restricted to two days for Diwali, Guy Fawkes on November 5, New Years Eve and the Chinese New Year.

The times that fireworks may be discharged are from 4pm to 12.30am. Permission needs to be sought from the fire department for a fireworks display.Ms Njoko says that common complaints received include the use of illegal fireworks being discharged in residential areas and streets and animals that have fled their homes due to the loud bangs.

The National SPCA’s advice and regulations states that fireworks are at least two times louder to dogs and cats.
The NSPCA advises that pets be kept inside and preferably in a room, attempt to mask any noise by drawing curtains and playing calming music at a reasonable volume and if your pets do react badly to fireworks, then seek professional advice from your veterinarian.
