Endumeni Municipality is still in a state of turmoil following the reappointment of acting Municipal Manager Adv Brijraj.
While aimed at improving the state of affairs at the municipality, the move has also created more confusion regarding projects embarked on and appointments made during Mr Biyela’s tenure as Municipal Manager. Mr Biyela was suspended again, after it was finally agreed that the September 25 meeting was illegal and unquorated, therefore decisions taken are null and void. The decision to suspend Mr Biyela again left its mark, as all those appointed during his reign were ‘let go off’.
Acting senior managers who received a 35% pay hike (instead of the prescribed 8%) have been asked to pay back the money.
Late last week three other members were given letter stating that their employment has been terminated. Nosihle Mlambo from Disaster Management, Zama Sangweni from the IDP Office and LED Manager, Ngcina …were all let go.
The decisions have prompted the South African Municipal Worker’s Union (SAMWU) to get involved. SAMWU has urgently requested a meeting with members of the executive committee to get clarity about Council resolutions take at the special Council meeting, held on March 26.
They have also questioned why only workers hired during Mr Biyela’s tenure were being targeted, and what would happen to certain projects completed during this time.
More dismissals are expected in the days to come.
The municipality has since appointed new acting senior managers: acting Executive Manager Corporate Services Mr D Padayachee, acting Executive Manager Technical Services Mr M Donaldson, and acting Chief Financial Officer Ms Chenia have been appointed since Adv Brijraj’s reappointment as Municipal Manager.
