By-laws have been fully promulgated – Chief Magistrate confirms

Residents have often asked if the Endumeni area has by-laws. Since early 2017, the answer has been yes.

Chief Magistrate, Kobus Botha, has confirmed to the Courier laws were properly passed by the Council, promulgated by the Province and then set to his Court for the attachment of Admission of Guilt (AG) fines. In the Dundee Magisterial area, by-laws and accompanying fines were approved on May 9, 2017, and in Glencoe on March 13, 2017.

“All the laws are properly written up, promulgated with the attached AG fines. Copies of these by-laws are with all the relevant authorities,” confirmed Mr Botha.

The by-laws, which govern a multitude of what could be deemed anti-social or ‘unneighbourly’ practises,  including consumption of alcohol, parking and keeping of animals and pets have attached AG fines of between R250 and R1 000.

Residents near Coronation and MacPhail Parks have borne the brunt of drunken, noisy parties, and say they have given up contacting SAPS for help in the matter. Police officials meanwhile, have stated by-laws must be enforced by the municipality, as SAPS simply does not have enough manpower and resources to attend complaints of that nature.
