Road repair dissatisfaction

Due to the roads not being barricaded, a child fell into a hole left by the contractor and he was injured

The road repairs are not progressing smoothly because operations have seized since February 28 due to workers not getting paid.
We think the Municipal Manager should be honest and inform the public that several times the operations have seized because water pipes were dug up and residents went without water. According to the contractor, she was not given map work of the piping on the roads and she has confirmed that this problem will continue due to the piping being too shallow. Due to the roads not being barricaded, a child fell into a hole left by the contractor and he was injured. The municipality may be happy with the progress because the contract was handed over to someone who admitted that this was her first contract.
We would like to know how could the contract be given to someone with no experience in constructing roads?

The awarding of contracts involves the three bid committees of the municipality i.e Bid Specification, Bid Evaluation and the Bid Adjudication committees.
The BSC develops the specification document, which details precisely the work to be undertaken.
The bidders are then evaluated by the BEC in terms of the evaluation criteria stipulated in the bid documents. The criteria may include the past experience of the tenderer as well as any other factors that may be crucial in the success of the project.
In construction related projects the CIDB grade of the contractors is the main criterion that the committees consider, since it indicates the ability of the contractor to manage a project of a particular value. Contractors are granted CIDB grades by an independent body based on successful projects completed by the contractor, these CIDB grades stipulate the maximum Rand value of the contract that may be awarded to the contractor. The price and the B-BBEE level of contractor are also taken into consideration. All contractors who score minimum points for functionality are evaluated further on the basis of price and preference. The 80/20 or 90/10 preference point calculation is used where 80 or 90 is the maximum score for the price and 20 or 10 is the maximum score for preference. Preference points are based on the contractors B-BBEE status level.
