‘Fate of ward committee lies with residents’

"There should be reasons for the disbandment of a ward committee; chief of those is the non-functioning of the ward committee."

The recent meeting held at Sithembile to elect ward committee members, was brought to a halt by residents.

Sithembile youths interceded to demand answers from Ward Councillor, Mathula Nkosi about the disbanding of the previous ward committee, and claimed they were unaware it had even been disbanded. Cllr Nkosi’s attempts to stage the election did not go down well with them either.

Responding to the incident, Acting Municipal Manager, Velaphi Kubheka explained that generally a ward committee would be disbanded by Council based on the recommendation of the Speaker of Council.

“There should be reasons for the disbandment of a ward committee; chief of those is the non-functioning of the ward committee. The Speaker, having received the information and reasons as to why the ward committee was not fulfilling its duties, then deliberates. “If he is satisfied no progress can be made with the existing ward committee, he submits a report to Council recommending the committee be dissolved.”

Mr Kubheka said community members also played a vital role in going forward with or halting the disbanding of a ward committee, through consultation with the Speaker as to why they had failed to execute their mandate.

“Once disbanded, a new ward committee is elected through the same procedure by which the previous ward committee was elected,” concluded Mr Kubheka.
