ESTCOURT KZN: Municipality declared ‘dysfunctional’

11 municipalities have been categorised as ‘dysfunctional’

Inkosi Langalibalele Local Municipality is among the 11 KwaZulu-Natal municipalities that have been declared ‘dysfunctional’.

This is contained in a report released by the Department of Co-operative Governance & Traditional Affairs (Cogta) that was submitted to the department’s committee in late August.

Of the 54 KZN municipalities, just one has been categorised as ‘stable’ – the Greater Kokstad Municipality.

11 municipalities have been categorised as ‘dysfunctional’. This not only includes the local municipality, but also Mpofana (Mooi River) and uThukela District.

Okhahlamba Local Municipality in Bergville has been labelled as ‘low risk’.

The categorisation of each municipality is based on information gathered from the key pillars of local government, which are political, governance, administrative, financial management and service delivery.
