Emmarentia upper dam project stand still

Residents of Emmarentia express growing concerns as construction on the upper dam project comes to a sudden halt. The deserted construction site raises questions about the future of the park and the ecological impact.

The once-promising construction of the Emmarentia upper dam project has turned into a deserted wasteland, leaving residents deeply concerned about the lack of progress.

No work has been carried out on the dam, causing alarm among locals who are frequent in the area. Armoflex blocks, which are essential for the embankment of the upper dam, have been left untouched for an extended period.

This neglect has created a sense of unease among parkgoers, including Lynne Cornfield, a regular visitor to the Botanical Gardens. “It will be absolutely dreadful if it is left like this,” Cornfield expressed.

“I mean, there is a deep hole there. Is the water going to be able to run through? I was already disappointed when they announced they wouldn’t be constructing the bottom dam,” she said.

She further mentioned that the ecological impact of that decision is a genuine concern. “A park is meant for birds, dogs, and people. It’s a disgrace that it has been left unattended for so long, and now we find ourselves worse off than before.”

In response to the growing concerns, the spokesperson of Johannesburg City Parks and Zoo (JCPZ), Jenny Moodley provided an update on the project. “JCPZ was awarded the JBG project in the previous financial year, and it was slated to be completed by the end of October in the current fiscal year.”

Moodley stated that the project stands at 70% complete, but that the contractor does have cash flow issues, resulting in the current lack of progress. However, with payment soon following, this will result in machinery and equipment needed to complete the project being acquired. “Fortunately, confirmation has been received that payment to the contractor will be processed before August 17th.”

She said that this timely payment will allow the contractor to return to the site and ensure the project’s completion within the designated timeframe. “JCPZ understands the importance of supporting small-scale enterprises with cash flow limitations and, whenever possible, structures payments based on milestones achieved.”

In this instance, due to the project rolling over into a new financial year, the new payment structure had to be approved. With the assurance and confidence of the Capex Team at JCPZ, it is expected that the project will be concluded on time, as reported by Moodley.

The residents are urged to remain patient and trust that the necessary measures are being taken to ensure the successful completion of the Emmarentia Upper Dam project.
