Proof of residence necessary for licence disk

JOBURG – New regulation stipulates the need for proof of residence in order to renew your licence disk.

The Department of Transport has amended a few acts under the National Road Traffic Regulations 2 000 and one in particular is the amendment of regulation 32A.

This regulation came into effect on 1 November.

The regulation amendment is “to make a provision whereby a person or body of persons who is registered on the NaTIS [National Traffic Information System] or wishes to make use of the NaTIS services” to submit proof of residence and other particulars.

Simply put, NaTIS requires: full names, ID number and residential and postal address. It was amended according to the Department of Transport to ensure that persons “promptly and timeously receive their vehicle and driving licence renewal notices and any other road traffic related communiqué.”

– Identity numbers and full names can be given in any regular form of acceptable identification, for example: a South African ID or passport. According to the Arrive Alive website this would be in the form of, “a company or close corporation, the full names, identity number or nationality of the proxy or the manager of the company; and or a person who is authorised to represent the company in all business relationships or to enter into a transaction on behalf of the company or close corporation together with a duly completed proof of business address by any person authorised thereto.”

– Postal and residential address include any utility, clothing, cell phone or telephone account not older than three months. In the case where the person living at the residence is not the holder of the account, an affidavit or affirmation will need to be made along with the account in his or her name.

According to the Automobile Association of South Africa, “The regulation states that anyone who does not comply with this notice will not receive their vehicle and driving licence renewal notices and any other road traffic related communication from eNaTIS.”
