6 key fee free education recommendations

President Jacob Zuma released the report of Commission of Inquiry into the feasibility of making High Education and Training Fees-free in South Africa.

The Commission of Inquiry was chaired by Justice Jonathan Arthur Heher said the state has no capacity to fund free education for all.

THE Fees commission established by President Jacob Zuma following widespread student protests was released this week. Chaired by Justice Jonathan Arthur Heher the commission made numerous recommendations.

We’ve highlighted six:

It recommends that government increase its expenditure on higher education and training – 0.25 per cent of GDP is estimated around $750 million.
It recommends that the National Student Aid Financial Scheme (NSFAS) be replaced by an Income Contingent Loan System (ICL) – that would be government-backed loans that would only need to be repayed at a specific income level.

The report recommended the scrapping of registration fees across the board in higher education.
It suggests that all TVET college students receive a fully subsidised education in the form of grants that cover their full cost of study and that no student should be partially funded.

On student accommodation, there is a severe shortage of student accommodation – it recommended an affordable plan to develop more student accommodation.
