#ReportBack: Mid-year budget concerns

There is again a decrease in the capital budget of R66-million, which is a symptom of the failure of various departments to roll out projects timeously.

In this year’s mid-term budget, bulk purchases are a repeated concern.

This has been increased by more than R69-million. It is stated that this is to mitigate against unauthorised expenditure at the financial year-end.

There have been repeated warnings from the finance business unit stating that should we not get a control on electricity losses, the municipality could become financially unstable.

While we appreciate the increase in streetlight maintenance, as well pothole repair and storm water budgets, we must ensure the work undertaken by internal and external teams is of the required standard.

We see far too many jobs that are redone because of poor workmanship or planning.

Security services is a runaway cost in the municipality with an increase of R10-million.

It is stated that this it to protect our assets from vandalism.

We must see the breakdown of security services which protect our assets, and those that protect politicians. This has been requested on numerous occasions.

Although employee related costs have decreased, overtime has been increased by about R3-million.

Various business units must take this trend seriously and endeavour to end this trend.

The increase of almost a million rand in printing needs to be looked at.

Printing agendas can surely be relooked at going forward.

Included in these is once again the Salt Rock municipal building which will now roll over for the fourth financial year.

This building is an absolute disgrace to KDM, and should be declared a problem building as we do to privately owned buildings.
