Big plans for grand city hall in KwaDukuza

While the exact cost of the project could not be provided, it was estimated at "hundreds of millions".

The KwaDukuza municipality will be constructing a prestigious city hall as one of its major projects towards realising its 2030 vision – turning KwaDukuza into a vibrant city.

The project was presented by the executive director for community services, Siyabonga Khanyile, during last Thursday’s council meeting.

He said the project will be completed in phases and the hall will be situated on the southern boundary of the Stanger CBD, between the R102 and Theunissen Road.

The facility will include a new council chamber and municipal executive offices. While he could not estimate a timeframe and total cost of the project, a service provider had been appointed for the study.

“A feasibility study has been undertaken and concluded. The purpose of this presentation is to appraise the council about the project and present the findings of the feasibility study that was undertaken in the 2019/20 financial year.”

The site is positioned adjacent to the KwaDukuza Private Hospital and North Coast Primary School on the north-western boundary, and the Stanger High School and proposed new KwaDukuza licensing centre on the north-eastern boundary.

“The proposed site is 8.2057 hectares in size. Generally, a city hall is associated with the headquarters of a city or town wherein the offices of political and administrative heads are located together with the city council. The approach taken in the feasibility study was to investigate all planning and development aspects of the chosen site to establish its suitability for the intended purpose,” said Khanyile.

While he could not provide the exact cost of the project, he said it was estimated to cost in the “hundreds of millions”. With the plan now on the table, applications for funding can now commence.

He said a proper site audit was carried out.

“Once the site audit found the site suitable for the intended development, various site development layout options were modelled and two decided on based on price estimates for the development.

He said additional investment is required to transform the area and allow for opportunities to serve those residing along the R102.

“This will bring services to the people, create accessible precincts and boost employment opportunities.”
