KwaDukuza municipality scores a D for overall performance

The municipality's overall performance has fallen by 11%.

Decreased performance levels in four of six key performance areas (KPAs) have caused KwaDukuza Municipality’s (KDM) overall performance rating to drop to 57%.

This was revealed as part of the Annual Performance Report scorecard for KDM at last month’s general council meeting.

Every year, the municipality is scored according to a list of KPAs which aim to provide easy to digest statistics on municipal performance.

There are individual scores within six categories which are measured against the two previous financial years as a way of identifying positive or negative trends.

In the 2021/2022 financial year, only two KPAs exceeded the previous year’s performance, with the remaining four scores all dropping below previous figures.

This saw the overall performance rating drop from 68% to 57%.

On a positive note, Basic Service Delivery increased by 6% to reach 62%, although there were still a worrying 11 out of 29 indicators in the category that were not met.

Local Economic Development was the other better performing index, increasing by 11% to 67%.

Despite decreasing this year, the best performing category is still Spatial Planning and Environmental Managementdown 2% to 86%.

Good Governance and Participationdown 7% to 62%, and Financial Management and Viabilitydown 11% to 54%, also remained above the 50% mark.

Finishing comfortably in worst position was Institutional Development, which dropped by massive 40% to finish at just 35% this year.

Across all six KPAs, there are 82 individual indicators used to determine the percentage score.

Twenty-two exceeded their target, 25 met the target and 35 failed to meet the target, which accounts for the low overall performance.

In the “way forward” section of the scorecard, KDM has laid out strategies by which performance can improved for 2022/2023.

A specific performance management unit is to work with the municipal management committee to monitor the KPAs throughout the year.

Consequence management has also been highlighted as crucial if performance standards are to be met.

Ultimately however, it is down to the officials to manage their departments effectively if these numbers are to improve.
