Measures have been put in place to slam fraud, corruption and misconduct within KwaDukuza municipality (KDM) before it escalates further.
The KDM council Local Labour Forum (LLF) portfolio committee sat last week to delve into the municipality’s newly established whistleblowing policy.
The new strategy will provide means for employees and other stakeholders within KwaDukuza to raise concerns where they have reasonable grounds for believing there is fraud or corruption.
It is intended to encourage and enable employees and other stakeholders to disclose any acts of misconduct without fear of recrimination.
Given the municipality’s recent R1.8 million scandal where an irregular contract for printing services was signed, the DA in KwaDukuza have embraced the policy and have called for it be used ethically.

“Employees can now raise the alarm when they suspect fraud or corruption is taking place.
Too often people are scared or intimidated into being silent. Having a proper reporting structure in place may see that procedures are followed ethically and those fraudulent activities will be nipped in the bud,” said DA chief whip, Malcolm Hubner.
KDM risk management and ethics assistant manager Nokuhle Mthembu, explained that the policy will not apply to personal grievances.
“The policy is designed to deal with complaints and tipoffs raised in relation to issues of fraud, corruption, misconduct and malpractice within KDM.
The policy will not apply to personal grievances, which will be dealt with under the existing procedure on grievance, discipline and misconduct.”
