As e-tolls have proven, failure to consult, or doing it poorly, can harm relations between government and the citizenry, heightening the risk of governance not being underwritten by the will of the people.
Done properly, consultation promotes transparency in state decision-making. Citizens are more likely to cooperate with authorities if they are afforded an opportunity to make their views known and then see them respected. It appears Eskom has not learnt from the state’s costly mistakes during the e-toll saga.
