Mpumalanga Legislature appoints new secretary

His appointment comes after his three years of service in the Legislature.

The Provincial Legislature appointed Hubert Shabangu as its new secretary as from June 1. Shabangu’s post is at the level of the accounting officer.

During his acceptance speech, Shabangu expressed his appreciation for the Speaker, Makhosazane Masilela, and the political leadership for the trust they showed and the responsibility they entrusted to him to lead the administration wing of the Legislature.

He committed to serving the legislature with honour, humility, respect, distinction and integrity. He further committed to ensure that professionalism, fair labour practices, discipline and strengthened accountability prevail in the institution, and that there will be transparency and openness.

Shabangu further devoted his focus to the Legislature’s constitutional mandate of law making, oversight, ensuring public participation and involvement of all citizens of the province. Shabangu made a clarion call for a united administration.

“A fragmented organisation is a troubled organisation,” he said. He encouraged for unity which he believes will make it easier to realise and achieve the Legislation’s vision. He committed that under his leadership the Legislature would follow all internal control prescripts and that there would be little room for indiscretion.

He joined the Legislature in November 2017 as the chief of staff in the Office of the Speaker. He was later appointed as executive manager for corporate services and on September 30, 2020, he was appointed as the acting secretary of the Legislature until his confirmation as the accounting officer.

The Speaker of the Legislature acknowledged that Shabangu brings with him extensive management experience supported by his relevant academic qualifications.
