MEC Msibi to introduce investigations formally to councillors
This follows the Provincial Executive Council’s decision to institute investigations in three municipalities.
MEC for Co-operative Governance and Traditional Affairs (COGTA) in Mpumalanga, Mandla Msibi is expected to address two Municipal Councils for the culmination of investigations into alleged maladministration.
This follows the Provincial Executive Council’s decision to institute investigations in three municipalities, namely: Govan Mbeki, Dr Pixley Ka Isaka Seme and Dr JS Moroka Municipalities, in line with Section 106 (1)(b) of the Local Government Municipal Systems’ Act, 32 of 2000.

The Act states the following: “If an MEC has reason to believe that a municipality in the province cannot or does not fulfill a statutory obligation binding on that municipality or that maladministration, fraud, corruption or any other serious malpractice has occurred or is occurring in a municipality in the province, the MEC must consider it necessary, designate a person or persons to investigate the matter”.
