Phase 2 underway for the Kaalfontein Multipurpose Centre

Johannesburg Development Agency is currently in the process of appointing subcontractors to commence with the second phase of the Kaalfontein Multipurpose Centre.

Alice Moloto, media manager for the agency confirmed on 4 March that work would soon start on the second phase. Moloto said the project began in July 2019 and would provide community members a space to use for recreational purposes, meetings, a library, sports and more.

“The scope of works for phase one entailed the construction of the platforms, perimeter fence, service reticulations [such as water, sanitation, stormwater drains and electricity] and the construction of a guardhouse,” she added.

“The project involved seven local small to medium businesses within Ward 92.”

Moloto explained that phase one reached completion in December last year and phase two of the project would entail the main building works. “Phase two is anticipated to take up to 24 months to complete, with commencement anticipated to be within the current financial year, before 1 July.”

However, Ward 92 councillor Violet Chauke said her understanding was that phase one had not yet been completed. Chauke added that due to the Covid-19 pandemic and the subsequent lockdown, contractors were confused as to whether they should continue working or not. She claimed that the project was progressing slowly due to delayed payments to subcontractors by the main contractor.

“Even now as I speak, the community liaison officer has not been paid. I’m assuming that because the first phase is about to be done, they are delaying work,” she claimed. “The subcontractors were also supposed to be paid as soon as they submitted their invoices after seven days but they also have not been paid,” she alleged. When asked about these concerns, Moloto said the agency had not been aware of these issues until 11 March.

Moloto added, “Our project manager has done some intervention to ensure that the contractor pays everyone. We are still waiting for the response.”
