Water restrictions still in place?
Hundreds of residents are using water without restrictions as no law enforcement is taking place through means of penalty fines or warnings.
For several months now home owners are filling pools, washing cars with hosepipes and watering gardens – all activities banned under municipal water restrictions which were widely advertised to be enforced.
But it is believed that not a single fine has been issued since restrictions were first announced in the municipality – and this is because the matter has not even been government gazetted.
What then is the purpose of water constraints if they are unable to impose it through law enforcement?
