SPONSORED | SANPARKS: PPP Investment Opportunities

PPP Investment Opportunities for the operation of restaurants and retail shops in the Addo Elephant, Kruger, Mountain Zebra and Karoo national parks, as well as the Tsitsikamma section of the garden route national parks, and a lodge in the Marakele National Park.

Subject to National Treasury Approval, South African National Parks (SANParks) intends to form different Public Private Partnerships (PPP’s) in which it gives selected private parties the rights to establish the following:

Opportunity Nr 1: Right to operate the restaurant in Addo Elephant National Park (AENP).

Opportunity Nr 2: Right to operate the retail in the Addo Elephant National Park.

Opportunity Nr 3: Right to operate the restaurant in the Berg en Dal camp in the Kruger National Park (KNP).

Opportunity Nr 4: Right to operate the restaurant in the Pretoriuskop camp in the Kruger National Park.

Opportunity Nr 5: Right to operate the restaurant in the Lower Sabie camp in the Kruger National Park.

Opportunity Nr 6: Right to operate the restaurant and take away in the Skukuza camp in the Kruger National Park.

Opportunity Nr 7: Right to operate the retail shops in the following camps in the Kruger National Park: Skukuza, Berg en Dal, Pretoriuskop, Orpen, Mopani, Punda Maria and Shingwedzi.

Opportunity Nr 8: Right to operate the retail shops in the following camps in the Kruger National Park: Lower Sabie, Crocodile Bridge, Letaba, Olifants and Satara.

Opportunity Nr 9: Right to operate the restaurant in Tsitsikamma section (Storms River Mouth) of the Garden Route National Park.

Opportunity Nr 10: Right to operate the retail shop in Tsitsikamma section (Storms River Mouth) of the Garden Route National Park.

Opportunity Nr 11: Right to refurbish, build, operate and maintain a lodge in the Marakele National Park.

Opportunity Nr 12: Right to operate the restaurant and retail shop in the Karoo and Mountain Zebra National Park.

SANParks invites private parties who are experts in the respective fields to submit detailed bids in line with SANParks’ mandate and objectives for these PPP opportunities. Interested parties will be expected to meet certain criteria in order to qualify.

SANParks will enter into the PPP agreement with the preferred bidder for a period likely to provide a fair return on investment for the private party. In return, the private party will meet agreed operating, development, refurbishment, broad-based black economic empowerment (BBBEE) and environmental obligations and pay a PPP fee to SANParks.

All parties interested in participating in the process will be required to register their contact details with the SANParks Project Officer. This will allow SANParks to communicate to the bidders and provide up to date status and feedback. In addition, and to inform parties on the viability of the opportunities, a site visit and a bidder’s conference will be arranged as part of the tender process.

Details on the above will be outlined in the tender documents that will be published on the SANParks Website as soon as National Treasury grants approval to proceed with the opportunities. In light of that, interested parties are expected to obtain the Information Memorandum and Request for Proposal (RFP) documents for the opportunities, setting out further details of the criteria and process to be followed, from the SANParks website under the About Us Section and more specifically under the Tenders section (as soon as these documents are published following requisite approvals being granted): www.sanparks.org

Interested bidders will be required to submit detailed bids clearly marked for the respective opportunities (and containing specific financial, functional and BEE proposals), only in the format given in the RFP documents, to SANParks’ physical address, on the date as stipulated in the RFP document.

In keeping with SANParks’ objectives, attention will be given to Broad Based Black Economic Empowerment and in particular, adherence to the Tourism BBBEE Scorecard.
