NELSPRUIT – The state received leave on Monday from the High Court to appeal against the suspended sentence a child molester recently received in the Nelspruit Court.

Convicted child molester Carl Lotter (44) received a suspended sentence in the Nelspruit Regional Court following the abuse of two small children.

Lotter was given a four-year prison sentence, suspended for five years, which means that he is free to go home as long as he does not commit a similar offence during the next five years. He does already have a conviction and sentencing for a similar offence after he was found guilty of the sexual abuse of a nine-year-old girl in 1997. He then also received a suspended sentence.

In this case Lotter started abusing the eight- and nine-year-old daughters of a family friend. This abuse lasted for three years before it was discovered.

In a small victory for the state Lotter’s name was added to the sexual offences register, which means that he is not allowed to be (unsupervised) around children under the age of 18 years.

Specialist witnesses classified Lotter as a serial paedophile who will need intensive rehabilitation and constant assistance with his “urges”. One witness confirmed that paedophiles can not be permanently rehabilitated.

Despite this recommendation the magistrate closed his sentencing by stating that the court would not force Lotter to attend these programmes. He told Lotter that he would not make such an order. “You are employed and earning a decent salary.” He added that Lotter should take the initiative of being rehabilitated on his own.

  1. Seriously, what kind of justice system do we have in place in this country!?!?! How can they allow an appeal to be granted to a convicted paedophile?? This is just utter nonsense! I can’t believe he’s allowed to lead a normal life, carrying on as if he did nothing wrong!! How can he have a suspended jail sentence??? He should be locked behind bars!! Makes me sick to my stomach!! What about the little girls and their family?? Do they just carry on as if nothing ever happened? I am very disgruntled about this whole situation! He’s basically a “free” man walking around with a grin on his face and having NO remorse for what he did! Well if he doesn’t get what he deserves on earth, may he definitely get it in hell!

  2. It’s been proven all over the world, over and over, that paedophiles cannot be “rehabilitated”.

    Suspended sentence? Until another “similar” offence has been committed?! The court is essentially giving the go-ahead for this man to molest another child! He WILL do it again. It’s really not a matter of ‘if”, but WHEN.

    How can our justice system be so incredibly ignorant of medical professionals’ opinions?!

    Rehabilitate himself?! Really??

    And by the way… there’s NO WAY the charges he’s been nabbed for are his ONLY offences. Those are just the ones he’s been caught for. There are always more victims in these cases that remain silent.

    I say send him to prison, I know the other prisoners will take care of him. How can our children be safe when our court’s hand out these “get out of jail free” cards?!

    Why don’t we just release ALL the prisoners and tell them to pretty-please go rehabilitate themselves?

  3. I just want to cry !!!!!!!!!!!! its a crying shame that repeat offenders like this man can get such sentences for the physical and psychological damage to young children . It shows where we era as a country. INSENSITIVE, CALLOUS AND IRRESPONSIBLE. No money in the whole world can replace what he stole from his victims.
